Gibtor- the Secretary of State has directed that Officers Intering the derisce after the 19th Iebmary 1876 are not entitled to the of resulting a portion of their Salary at 4/2 = If any dictivet promise has been made on the subject to Mr. Gibbons where appointement is of altogether an exceptional character, he will be rititled to avail himself of this privilege.
